Meter base requirements

A meter base is the standardized support where the electric energy meter is housed and connected, providing the mechanical and electrical interface between the utility service drop and the user’s installation. Its design must comply with requirements for mechanical strength, weather protection, accessibility for reading and maintenance, and safe work spaces in accordance with current electrical codes.

The depth of the work space in front of a meter base is measured from the front face of the enclosure and depends on the nominal voltage to ground and the installation conditions. When the base requires examination, adjustment, or maintenance while energized, the indicated minimum distances must be respected.

The width of the work space must be at least 762 mm (30 inches) or the total width of the equipment, whichever is greater. The height of the work space must extend from the floor or platform to 1.98 m (6.5 ft) or the height of the equipment, whichever is larger, and no object may be stored in that entire volume. When the equipment is installed in a corridor and exposed live parts during inspection or service, the work space must be protected from the traffic of unauthorized persons.

The installation height of the meter base is generally defined by taking the center of the device as a reference. It is recommended to place it between 1.5 m and 1.8 m (5 ft to 6 ft) above the finished floor level to facilitate visual reading and safe handling. When the base is located outdoors, it must be ensured that the lower edge of the base is at least 0.3 m / 12 in above the expected snow line or typical flood level, according to local conditions [VERIFY].

The base must be placed on a wall or fixed structure, accessible from the outside or from a common electrical service area. In single-family homes it is usually installed on the front or side facade, ensuring a direct route to the service pole. The base may not be mounted on combustible surfaces without adequate protection, and a minimum horizontal distance of 1.0 m (3.3 ft) from windows, doors, gas meters, or ignition sources must be maintained.

Meter bases are typically made of painted galvanized steel, cast aluminum, or UV-resistant polycarbonate. They must meet the minimum IP protection rating required for the location (generally IP44 for outdoor under cover or IP54 for direct exposure to weather). Brackets and fastening hardware shall be stainless steel or galvanized to prevent galvanic corrosion, and the base must include provision for sealing by the electric utility company.

The base incorporates input (line) and output (load) terminals sized according to the service capacity, commonly 100 A, 200 A, or 400 A. All terminals must accept copper or aluminum conductors of the corresponding gauge, and a specific terminal is required for the connection of the installation’s grounding electrode conductor. Connections are tightened to the torque specified by the manufacturer, and the base is firmly connected to the building grounding system by a continuous copper conductor, bare or insulated with green/yellow identification.
